Most important instruction:
First open a photo take a new layer then rename brush( in lowercase). Then select a soft brush and brush your image. Close brush layer eye and keep selection brush layer Then click action play button.
When you run this action, you see a stop message Now select Effect mask layer and foreground color set to black then select the Brush Tool Select a Splatter Brush start masking the outer areas of the Effect layer. Once you're done. Now select the Liquify mask Layer. Make sure your foreground is set to white. Select another Splatter Brushes and add the effect. Youre well done. Now click Play button.
